BATON ROUGE, La. — The man who ambushed and killed three law enforcement officers in Louisiana purportedly described his actions as a "necessary evil" in a self-described, handwritten manifesto that an Ohio man says was emailed to him by the gunman less than an hour before the shootings.

Photographs of the three-page letter show it was signed by "Cosmo," the first name of an alias used by Baton Rouge gunman Gavin Long, and the pictures were attached to an email sent from a Google address Long used.

HAGERSTOWN, Md. — Four Maryland congressional members expressed outrage Thursday after a court in Gambia sentenced a state resident to three years in prison following her arrest there during an anti-government protest led by her prominent dissident uncle.

Fanta Darboe Jawara's conviction and sentencing made a mockery of civil rights guaranteed by the Gambian constitution, said the joint statement from Senators Ben Cardin and Barbara Mikulski and representatives Chris Van Hollen and John Delaney, all Democrats.

Bullock criticizes attorney general over restroom lawsuit

BILLINGS, Mont. — Gov. Steve Bullock is criticizing Attorney General Tim Fox's decision to sue over federal rules allowing transgender students to choose restrooms, saying school districts are better suited than a judge to respond to the requirements.

Montana and nine other states led by Nebraska filed a lawsuit challenging the Obama administration directive issued after North Carolina lawmakers passed a law banning a non-discrimination ordinance allowing transgender people to choose restrooms corresponding to their identities.

Bozeman population growth outpaces other Montana cities

BOZEMAN, Mont. — U.S. Census estimates show that Bozeman's population growth is outpacing that of other Montana cities.

The Bozeman Daily Chronicle reports (http://bit.ly/2ajGWeG) the city added 1,760 people between 2014 and 2015. That 4.2 percent growth rate brought the population to 43,400 last year.

Towns near Bozeman, such as Manhattan and Belgrade, also grew by more than 3 percent, as did unincorporated Gallatin County.

Idaho man dies from electrocution while fishing in Montana

GREAT FALLS, Mont. — Montana authorities say an Idaho man was electrocuted when his fishing rod touched a low-hanging power line.

Cascade County sheriff's officials said in a statement Thursday that 64-year-old Leonard Henry Kolbet died at top of the bank of Dry Fork Creek southeast of Great Falls on Sunday.

Sheriff's Capt. Raymond Hitchcock says Kolbet and another person were camping and flyfishing in the area.

Official says Congolese refugees to resettle in Missoula

MISSOULA, Mont. — The new Missoula director of a refugee resettlement agency says displaced people from the African nation of Congo should arrive in Montana in August or September.

Molly Short Carr of the International Refugee Committee tells the Missoulian that there is a push to move refugees out of Africa. More than 150,000 people have fled Congo because of civil war.

Missoula County commissioners previously invited up to 100 refugees a year to resettle in the county.

Montana man sentenced for Clean Water Act violations

MISSOULA, Mont. — A judge sentenced a Montana man to 18 months in prison Wednesday for violating the federal Clean Water Act as protesters outside the courthouse decried the charges as government overreach.

U.S. District Judge Donald Molloy also ordered Joseph Robertson, 77, to pay $129,933 in restitution for ponds that he dug on Beaverhead-Deerlodge National Forest land and on private property near his mining claim in Basin.

Billings man identified in fatal motorcycle crash

BILLINGS, Mont. — Authorities have released the name of a 19-year-old man who died in a fiery motorcycle crash in Billings.

The Billings Gazette reports that the victim of the Sunday crash has been identified as Brandon Engellant, of Billings. The Yellowstone County Coroner's Office says he died of blunt force trauma.

Police Sgt. Shane Winden says Engellant had been riding a sport bike when he hit a curb and slid across the oncoming lane of traffic before striking a guardrail. The motorcycle's fuel tank ruptured, starting a fire.

On the night of July 23, 1962, a B-47 Stratojet bomber with the U.S. Air Force Strategic Air Command crashed in a massive fire ball on the southwest side of Emigrant Peak. All four crew members aboard perished.

For decades, all that remained to mark their passing has been the debris of the B-47 that can still be found at 8,500 feet up Emigrant Peak.

That’s all going to change on Saturday afternoon, thanks to Old Chico resident Bryan Wells, who has been on a personal mission to honor the men who died.
