Howard was born Jan. 29, 1928, in Roundup, the son of Willard and Emma (McKinney) Harper. When he was just a baby, the family moved to Livingston, where he attended Suce Creek School to the 8th grade. When he was 17 years old he went to work for the Northern Pacific Railroad. Mr. Harper continued to work for the railroad up until he retired in 1988. For 38 years he and his wife worked together on their farm on the Shields River, east of Livingston, where they raised four renegades. Also on their family farm he completed one of their favorite hobbies of building and moving bridges. He would also move cabooses and box cars. If it was too big or too heavy and you didn’t think it could be moved, just call Howard. In the 1990s they purchased the local taxi business, which, with the death of his wife, the taxi business was closed.

Mr. Harper was a member of the Seventh-day Adventist Church. He was very active in the upkeep and support of the church.
